It all depends if the name has already been taken or not. If the name has not been taken then sure you can create the account, if it has been taken then no you cannot create that account.

For example all of the 1 letter names have long since been taken so no way you will get a 1 letter name, all of the 2 letter names and most of the 3 letter names have been taken already. You might get lucky and get a random 4 letter name but it will not be a word.

If you are really desperate to have a 3 letter or 4 letter name that means something try buying an account with a rare name.
