What is a so called recovery test?

So I'm going to sell a account of my very soon, but the buyer keeps asking about doing a 'recovery test', although a trusted middle man "Zuzel111" told me that it never exists. Could any of the experienced sellers/buyers explain me what it is?

To my understanding, its when a third party attempts to "recover" the account with the information provided.

This means absolutely nothing, as the original owner can ALWAYS recover an account. And in my experience, this seems to attract unnecessary attention to the account, and to the person trying to recover it.
