What is a phisher exactly?

I'm confused.

 

Hello there,

A phisher is a usually a website link that ban evading scammers will post on websites attempting to get unsuspecting users to click on them. Java drive by phishing requires you to activate the java plugin so if you click on it but don't do this then you will not be affected at all.

The best prevention you may have for this my friend is to "hover" over the link and see if it leads to a different location then what the link says itself, if it does then you know its malicious.
