Well, to start, you need SRL.
SRL makes it alot easier to make a CutterAndBanker, but it also takes lots of skill.
My recommendation, is that you go to kaitnieks.com/scar and view the beginners tutorial before actually trying to make a big program.
Also, you should learn the basics of PASCAL (the language SCAR is in)

Use NeXuS Lite (www.rscheata.net). That's the only public and free one I know about.
