Requesting a TWC

During conversation he admits to having previous Sythe accounts. So I did some research.

So he had a new account made while his other account was SRB and had a TWC. Now couldn't he have just made the new account to avoid his TWC? If not isn't avoiding your TWC against the rules or at least warrants a new one? Anyway that is my reasoning for requesting a new TWC.
