TWC I've got no Internet besides 4G

Hi! I'm new to all of this OSRS and I'm currently using my 4G as a means for me to use the Internet for all of my devices but It seems I'm unable to make an account? I don't understand why but yeah hopefully someone gets back to me soon :)
