TWC and advertisement banners

If a user has twc then why exactly is sythe still advertising for him?

Suggestion : strip the add when the user gets twc.

 

TWC ≠ DNT

TWC can still actively advertise for themselves, have threads, & partake in the market. Limiting a specific advertisement area but allowing others wouldn't make sense.
