I recommend that you buy Guthans (3m) or Proselyte (30k) using Prayer pots.
To get str/atk/def from 60 to 70, you will need 463,885 x 3 = 1,391,655 XP
With your mentioned gear you will get about 30-40k/h, so
1,391,655 / 30,000 = 46
1,391,655 / 40,000 = 35
You will need 35-46 hours.
I can't equip guthans yet, so can't do that method.
Any idea how much prayer pots I will need?

With proselyte 24 or so prayer pots will last you 1.5hrs + (one trip) at bandits.
I'd recommend the use of Proselyte over Guthans, purely because it's cheaper and the prayer will last long enough for you not to worry.
1.4m xp needed, 35k/hr, roughly 40h. You'll need to restock every 1 and a half hours, so that's roughly 13 restocks, so you'll need 312 Prayer potions, and seeing as they cost 11.5k each, so that's 3.5m total cash. However, because of the guthans costing 3m, you're likely to also need some food as you probably won't be able to heal enough at low stats.
This is for 60-70 attack, strength and defence btw.
