1. That's not a TopBot issue. IP.Board flags people it thinks are confirmed spammers. You've been unflagged and unbanned.
2. I made a guide on checking your Java version, TopBot version and RuneScape cache in the Support section. It will fix most problems. If it still occurs message me on Skype or make a forum thread and you will get further assistance.

I signed up to Topbot a while ago, site seems cool - I like their scripts with the purpose of what I use them for, all updated in good time with the few I use too.
