faisalgh8 Scammed Steam game

faisalgh8 scammed me just cause 3 a steam game. The game was given to me in the morning but when i left to school and came back it was gone. I either got charge backed or steam revoked the game from my inventory because it could have been purchased with a fake credit card. Either way he refused to refund me and claims he spent the money already.

i contacted him on skype again , hes still refusing to refund me and keeps telling me to contact steam support . There is no need to contact them because regardless the game he gifted me doesn't appear to be on my steam account that i was gifted to on.... and if i had the game i wouldn't have to rebuy it, but its telling me I can rebuy it when i look it up which means the game (just cause 3) is not on my account anymore. Regardless i still contacted steam support asking them but no reply from them yet

am I allowed to charge back my Paypal payment of 16 USD that I paid for the game ?

 

I believe he's responsible for that, so I banned him.

To come back, he will need to refund you for the game. Please contact him before charging back & if he does not cooperate, I believe you have the right to do so.
