This is actually a misquote; I've read in the financial times that the more drawn-out quote was regarding cryptocurrency DERIVATIVES. I.e., bitcoin futures, options. Those would be inherently several times riskier than normal cryptocurrencies and one could lose much more than they initially put into it. As that may not be ideal for unexperienced retail investors, he wanted to conduct a study to see if it would make sense to ban those.

Thank you for this additional info. It is very interesting to follow this subject. I think Russia will dominate in future. Putin said they gonna make their own cryptoccurency. Before that they gone bring down many currencies

Interesting about situation with South Korea, its gonna effect on some currencies for sure:

"However, this new statement by FSS official, Mr. Choi completely contradicts his earlier stand on designing strict regulations on cryptocurrencies. Earlier, he even remarked that Bitcoin will lose its bubble later. So, this new optimistic approach towards cryptocurrencies an opposite viewpoint.

This initiative is helping medium and small-sized exchanges as the Korean Blockchain Association has imposed a real-name system on exchanges and thereby ceased the usage of virtual accounts that permit anonymous digital currency trading. This will encourage security and safety of the transactions and safeguard the money of the cryptocurrency holders.

The government authorities are also encouraging Banks to work with Crypto exchanges and make transactions with these crypto exchanges"

Bring down cryptocurrencies? Mate, no one can stop them. Not even governments. Shut down an Exchange and just hop to another one. Only way to end cryptocurrency’s is by shutting down the whole internet which is not gojng to happen lmao.
