YOU CAN -NOT- EDIT YOUR STATS TO 99. IT IS SIMPLY TOO RISKY. We set a cap at 80. We honestly couldn't decrypt 81-99, so we stopped there. For a free program, it's not too bad
Do not PM / post asking why you can't get farming from 1 to 99 with this. Be reasonable; JaGeX will catch on if you get 80 levels in a day.

No, it's not you fucking idiot. Everything you do is controlled by booleans and public void strings. These are broken down into columns and the packets are sent to the server. Modifying the packets post-send and pre-server-recieve gives you a chance to edit values that the client (you) weren't allowed to edit before.

Packets contain data. Packets ~ data to and from. Learn the internet.
