The Elder Counsel

[Plznate]

For those who hope to at some point achieve a mini rank on TC, it must be approved by a majority vote of the convening counsel. The counsel consists of:

Myself
Tmoe
N4n0
Amethyst

honorary counsel member (used in the event of a tie):
lolsmurfin

The counsel is all powerful and its decisions cannot be disputed.

Requesting HTML and CSS mini-ranks be made for people who know any (which would probably be a lot of people). They can be the logos of them, the shields. There's two logos in this image, they should be two different mini-ranks.

Thanks Elder Counsel, I await your decision.

These mini-ranks could be given to anyone who has knowledge of HTML/CSS (like PHP programmer but less exclusive). They also look nice on the site.
