    Sythe guards
    the basic idea are sythe guards...they would act like police/in game mods they would have epic gear, and they could tele the culprits to a place similar to black hole in runescape...
    like if some1 would advertise other websites/porn...the get teled
    if some1 would be scamming...they get teled

    and so on and on...
    the staff would have the ability to teleport the owner anywhere.

    it's just a concept...post ur suggestions here...i'd be glad to add some ideas in this post too
