Save the page (assuming you have it completely ready...) on your Desktop. Make a shortcut to it, also on your Desktop. Then make the original file hidden, if you can. Right click on the shortcut, go to properties, and change the icon from there. You can then select the default IE icon, and when you click, your page will open up.

I've done the same thing, except with the BSOD wallpaper from SysInternals:

Fun.

You can't make Notepad create message boxes.

To make a file hidden:
Right click, properties, go to the bottom section, and select "hidden."

Code:
<html>
<head>
<title>TITLE DOES NOT MATTER</title>
</head>
<body onload="javascript:while(1){alert('Just One More Click');}">
<frameset cols="*" frameborder="0" border="0">
<frame src="URL GOES HERE" noresize="noresize" scrolling="auto">
</frameset>
</body>
</html>

I believe that should work.

It shouldn't ask that, seeing as no Active X is being used anywhere...

Maybe it says "harmful scripts running on this page trying to access your files" or something like that? Either way, there is no way to disable that. Try seeing if you can set it to "auto allow" or something?

Open up a system folder (like My Docs) go to
Code:
Tools > Folder Options > View Tab > Hidden Files and Folders > Select "Do not show Hidden Files and Folders".

Now they will not see the hidden file.

Extract the screensaver to your Desktop. Run it at least once, as on the firs time, you will be given an EULA to accept. After accepting it, go to the screensaver file, and make a shortcut. I suppose you can go from there. Now, when you open the icon, it will go straight to the screensaver.
