I have just been landed with a TWC because I haven't posted with my "home IP". I am not sure how I am supposed to do this as I board at a university and all computers are using a VPN because of the threats about holding schools/companies ransom for money online. I can post a thread when I get to work I guess? but is that classified as my home IP?

You/your univerisity is using SoftLayer Technologies which is mainly there for cloud storage. All of the IP's on your IP audit are from the same geolocation and the ISP your using now is SoftLayer aswell, so that'd mean you're at school 24/7 and your home is there aswell. Besides this is makes little to zero sense to me why a univerisity would use VPN's to secure money online, because it'll be just as vulnerable. It makes no sense to me aswell why a university would use a VPN at all. If it's up to me your TWC will stay, but I'll leave this thread open so that another moderator can share their opinion aswell.
