    Yes the bill comes from the CC company, but the seller is required to pay it.

    "Hey, I uhh lost my credit card and that wasn't me."

    "Oh okay we'll refund you. The seller will cover our fee because you lost your card."

    Its the banks, not paypal imposing the fee. They charge $20 for the investigation and paperwork, and in some cases can charge that up to 4 times if the client re-opens the case or you decide to dispute the reversal with the bank.

    It only a big deal in high risk industries like "in-game" items. On my non-blackmarket site I'm getting a less than 1% fraud rate with manual checks and maxmind.

    Call paypal within 48 hours of the chargeback being ruled on.


    Said chargebacks can take up to 90 days to finish(I have a chargeback back from oct 26th still pending review)


    I have however called paypal's tech support/unauthorized dispute/chargeback specialists and had the full $20 refunded.

    It's like a 48 hour timeframe, if you miss it your no longer eligible.


    Basically if you dont look at a chargeback for 90 days paypal figures ull probably miss it I guess when its done with.


    Call in & request they refund u the $20.00 charge.


    Have did it once before & was refunded it.
