First thing first, I would start talking to her and get to know her better. Ask her questions find out her interests or hobbies and then when you feel comfortable around her ask if she wants to go on a date. But pick some place you know she will have fun at based on how she answers your questions.

 

Im guessing though if your parents wont let you talk on the phone to a girl... they probably wont let you go on a date eh?

How old are you? If we knew your age it would be easier to help. If you are 13+ asking this, thats pathetic, just man up and ask. If you are 5-12, than its abit more accecptable.

Hey man listen. FUCK your friends. Obviously they aren't great friends if they tell you that. If it were me I would encourage you to ask her out.. do what your heart tells you and screw everyone else. If you listen to your friends you will feel sorry in the end because chances are she either likes you or thinks your cute. Go for it, the worst thing she can say is no, and then what? Nothing, you move on...

As far as how to get her attention, just complement her, BUT DONT GO OVERBOARD!!!!. Talk to her, and listen to her when she talks to you. Give your full attention, don't go off talking to someone else. Just be nice, and being funny always helps. Thats how I got my girlfriend (Im actually really funny lol). You can do it =]
