    He lied about giving me specific details we agreed upon for an account and it failed a pre-sale recovery test. That's when I decided to IP audit and saw he was banned.

    Going to need more here imo. Make another report if you have more information, but an IP audit alone isn't really enough. Thanks for the report though.
