Just curious but can't you get banned by wielding the smuggled items?

 

No you can't, I've seen a maxed pure with blue phat walking around with one in World 2 rare section. As far, you can only get banned for abusing bugs; such as smuggling the items out of dungeoneering and/or wielding weapons that would give you an advantage. This shield has the exact same stats and effect as the normal anti-dragon shield, so there's no abuse involved.
