You use them from lvl 58 to make fletching potions.
From lvl 58 it would get you to 87 half way to 88, but it's the fastest and least effort needed way to do it because the secondary supply is stack-able so you can make 27 potions per invent opposed to a normal potion being able to make 14 per invent.
