I'm not sure what it's locked to. I found this phone at target no clue whose it is but it has a pass code.

I am pretty sure than you are not allowed to sell a stolen or "found" phone as it can be IMEI blocked.

It's a lost and found phone. No one has tried calling it. I have no clue whose it is. But if this is against the rules then I won't sell it.
