Firstly, change the name away from 00.
Then, when you sell the name - in 30 days time - the buyer can instantly change it again, and that "frees" the name for the buyer to grab.

That's the most basic way of doing it. There are variations, such as waiting for a bit longer than 30 days, so any snipers don't get it, and so forth.
