i think people are confused...
he is selling a red phat, phats are hard to sell and sometimes concidered junk.
and the 3rd age kite is worth alot more then its market price
basically, he is saying that if you pay 100% cash for his party hat, he will sell you his 3a kite for market price. which is a good deal seeing as party hats are ftw, and not the junkiest junk in the world.
