thats because recoverys arnt pending, they are already set

 

and i wasnt spamming, noone had bid so obviously i was allowed to go a little under starting price and i bid 600k

 

then how do i delete them?

 

i think the only way is to go someone else knows my recoverys and then tell jagex a load of lies

What you need to do is say to jagex "someone else knows my recoveries" then enter it all in...

after a while your account will become locked. when this happens, go to back to the section and say "my account is locked!" then your char will have unset recovs
