I'm sure that anyone with an ounce of intelligence can pick out that:

a) This is the old RuneScape interface. Definitely not a recent cape.
b) The text at the bottom is heavily edited. You've obviously just clipped it out of the new RuneScape interface and pasted it onto the image of someone else getting the cape.

Before you dare to try and flame me, you should hang your head in shame. Deception is a very bad thing.

 

Look good at the text and you will see that it is edited.
Also if he got the cape now the chat things would look different.
