Scammed by @simo for $50 Paypal!
He recovered the OSRS account.

I've made a Paypal dispute and been calling with their customer service to.
They are investigating it they've told me.

Is it possible to persecute this person as been told to me?

You must provide us with proof however. If you fail to do so and keep on accusing him of scamming everywhere on the forum you'll be the one who'll end up banned - instead of him.
