Scammed by pixelmoneys for 350m OSRS gold

Need some guidance towards where to make a claim for this topic. I have the evidence and chat logs but need more information and someone to speak to regarding making a full claim against the person. Thought he was trusted as I've sold him 125m before but he started to manipulate me by involving him irl friend into the situation who is "holding onto the cash" until he receives more payment. We agreed on 3 trades of 250m for a total of 750m, however, he insisted on 2 trades of 350+400m for a total of 2 trade for 750m.I gave him 250m+ 100m in game but after he told me his friend wants it all in one trade. I insisted he refund me as I didnt trust him in doing a 750m trade in one go. But he started to et manipulative and his "irl friend" saying that they want it all in one go then they will pay me. He will not refund me.
