Scammed by notracks

I was scammed by the user notracks

As you can see, the thread shows his Skype name. I was buying a 5 year, ranked CSGO account from him for 30 EUR. He ignored me after payment was sent, and he accepted it on PayPal. I did one previous transaction with him where he actually gave me what I paid for, so I'm surprised he turned into a scammer.

He uses the PayPal email [email protected] and the name on the PayPal is Miko Laas

At this point he finally returns, says a few things and then I call him to get a response. He denies the call (You can tell he denied it because it says "Busy", instead of "No answer") and then goes offline.
