Looks to be another hacker. Weedplank has 1 post so i'm assuming he's the hacker and not a victim.

All other accounts on the same IP seem to have been hacked recently.
111 Cb, Frizzell, Jordevie, Sniperrex9, Yosamibali, Metalxxx333, OhiDer and Green_Machine were hacked I know for a fact. Assuming from join date, sudden activity after long inactivity, and trying to scam RSPS GP which they were never interested in before, that Irs is also banned for being hacked or a hacker scamming on his account.
