Scam-me-die Scammer!

STORY:
Selling him a gift card worth $75. Offered me $40 but I didn't accept, offered me again $60 and we made a deal. After giving the gift card and him checking and using it, he said "thank you" and "good night". I asked for the payment and he said "so". Then I asked him again and he now says that he only has $39 in his Paypal and that's all he can give me. Of course I declined, the deal was for $60. Now think, from the start he offered me $40, don't you think he knows that that's the only money he has and just made a deal for $60 thinking he might get away with it. I am not that stupid.
