Reason I believe he is the banned user:

Not only does the skype used for Account 1 match the username of Account 3,I believe he was also using the skype for account 2 as the pictures will show.

In the report in the picture posted " IHateScammers " messages led via skype confronting him for posting on his thread here: http://puu.sh/2uyhM

In leds picture in the report he shows the skype, which not only matches the username of Account 3, but the skype currently being used on account 1.

 

No IP Matches Jake, sadly unless you can find anything that is a bit more of hard evidence. Also, the first account may match up to the second account, but that account was only temp banned so we couldn't perm him for vading either way.
