So they are having some legal issues with texas and I cannot download the client since I live in texas, can I still use the client if someone gives me a link to it or will my ip still keep it from working?

....? You don't need taxes or any legal things to use the RuneScape client...it's free and you can just download it from the website itself.

I doubt they have the RS Client made to check if someone is using it in a forbidden part of the world, logging into RS itself you shouldn't have any problems with.
