Why do you think they are ban evading:

- IP match between rsps-golds and oo La La plus similar skype names , similar thread layouts , both selling pk honor.

- Skype matches between rsps-golds and pkhonor gold , "pkhonorgolds". pkhonor using the skype Runique gold shop - $4/1b

Don't think it's enough, I've requested @jasonl1997 and @ignaskk4646 to make a scam report. The proof here however isn't enough. They're from different countries and the skype name is different (with and without "live:").
