.RS domains?

I was wondering how people have gotten their .RS domains and their .in.rs domains? If you know anything about domains you'll know that .RS is like a .co.uk domain but its from the republic of serbia, Most .RS domains people have registered are owned by people in the US and I am just wondering how they got it.

It is like the dot tk domains. dot tk domains are from some little country off the coast of Australia (If I remember this correctly) and you can get them for free but the sites registered with a dot tk domain are notoriously bad for scamming because they're so easy to get and are available to everyone. This may be the case, I am not sure but it seems likely. The only .rs domain I have seen was that fake bot that was actually a key logger a few days ago in the RS cheating section.
