Hey @Rocktail have you tried disputing the payments you sent yet to attempt to get your money back on PayPal after the sale? Typically PayPal is easy to chargeback if I recall correctly. If you haven't yet already, then please try doing so as you should still be able to since it hasn't been 3 months since the scam occurred (iirc you're able to dispute within 90 days on each). As far as the OSRS GP lost goes it's pretty much impossible to validate that even with chat-logs so I can only go off the PayPal payment. I'll double check the Skrill situation in the meantime as well but let me know the status of the PayPal situation whenever you have a moment.

Sorry for the delay on this. The Skrill payment was a scam where the Sythe user who received the money wasn't aware till after and already paid the user, therefore you wouldn't be allowed to charge him back as he wasn't at fault for that, and that loss would be eligible for repayment. I'll disregard the PayPal situation as the Skrill situation surpassed the $300 cap. I've added your name to the list for $300 @Rocktail. Best of luck with the rolls.
