  The guy is banned and does not have a skype or any info for his account. I looked a little bit and it looks like he reported himself.
  It also looks like the scam was for a new runescape account that wanted skill training.

Get proof of repaying him aswell and make him confirm it on Sythe. Once done, create a thread here (Account Recovery & Creation) to recover your account. Post from a home IP when you do. Possibly also post some virusscan results.
