As you can see Recividism is CLEARLY scamming. He says he can get you recon and yet it is impossible to mod it into your account. Halo 3 uses a sophisticated system in which you CANNOT mod recon onto your account. Ask anyone on XBOX Live forums and they will tell you the same. Do some research on google and you will find that it is clearly impossible.
