Briefly explain the trade:i was going to sell him a World of Tanks EU server account for $300
How they scammed: I gave him the account info for the account because he had more vouches then me and so i trusted him. He said he would send the money to me in a minute because he had to convert the currency on Paypal. I waited from Friday till today (Sunday evening) and i still have not received the money from him. I sent him countless messages on Skype to get him to send the money and then I said I would report him and nothing still.

No, anyone can add you and do that. Chances are you traded with an imposter.

Not enough proof to warrant a ban, it looks very likely you were talking to an imposter. Always request PMs in the future.
