I like this, it's a lot easier to simply ban someone from the forum they are breaking the rules in, but can't that person just go and start doing the same in another forum? How many forums will someone have to be banned from before they are actually fully permed?

    But then there's this:

There are things that just plain don't work

Our system demoralizes people from reporting. This isn't the only person who has ragequit because I would issue an infraction for them trying to help

I don't think a shame only based system will be effective. Yeah, you can call someone out in a thread and tell them they are doing wrong but what does that teach them? If you threaten someone with possible loss of business through a temporary ban, because they wouldn't comply to forum rules that is much more effective. Where is the motivating factor to comply with the rules? They get banned from say the SFA, I am sure they don't care - it won't really effect them. It doesn't give them any 'incentive' to change.

The public reprimand isn't a "shame" system, it's a reminder. We always tell users "infractions serve as reminders", but they're ineffective, and it's ridiculous to ban users for 5 "reminders". Plus, the public bit means that users can see us enforcing rules, they can see what's expected, and they can see that mods are doing their job.

It's not meant to intimidate, it's meant to remind the user, and educate others. If people are persistent, then they will earn a section ban for a while. THAT will be the punishment part of this system, not the public reprimands.
