Requesting TWC/BAN and refund from Ayy/Kinetic

Got my refund but he should still get a TWC

On Sept 22, 2014 I paid user: http://www.sythe.org/members/381433-ayy.html 25m 07gp to do a small job one one of my accounts. After he said he'd start and I wait a day to see how much training is done, it was almost none. (35k xp out of the 1.8m ordered *this was not the problem*) When I decided to deal with this user it was because he was semi-reputable, similar to myself, but after he took my 25m off the account I Google'd his name with "scam" and found 3 old scam reports on Sythe for doing the exact same thing he did to me.

What he does is---
1. Offers to complete a service for someone
2. Receives the money
3. Does nothing on the account, maybe a small amount of training as soon as he gets the $$$$
4. Wait until the customer says to either complete the order faster or ask for a refund
5. Then his whole charade is "You agreed to my terms of service, therefore I can now cancel your order, but all be nice and give you PARTIAL refund" (partial refund will typically be 80% of agreed amount for service for doing 5% of the work)
6. Come online every single day on Skype and ignore PM's about wanting the money you're owed or brushes you off with petty excuses for over 3 weeks

In my case, I skipped the whole telling him he's taking too slow ect and told him I need a refund because I need consistent access to my account and sitting it out for 30+ days it too much. I had already been suspicious after reading his previous, yet unsuccessful alleging scam reports, so I only asked for a 22m refund of the 25m when he had done less than 5% of the work total and was at curious as possible and he tells me a refund is not available, or if I want a refund I can wait a week, which I already knew was coming.

Anyways, it is now Oct 17, I've been PMing him every 1-3 days since Sept 24 on Skype asking for my money via 07gp, BTC, or EOC, and he is still just pushing it off.

TL;DR USING TERMS OF SERVICE TO CON SYTHE MEMBERS VIA GETTING WHAT ARE REALLY LOANS WITH A NEGATIVE INTEREST RATE
