Requesting Runescape Client Side Cheating

Is it possible to client side script Runescape? If so, could you please provide me with information, or a program which I can perform client side acts with. Examples of client side scripting below.

Hex edit your bank - Change an amount to a higher amount
Client side armour - Possibly have Dragon items, that only you can see, no special effects during battles

Oh of course I know about those, I have ArtMoney myself.

I thought he was the usual retard asking how to cheat leaving changes permanent with a client side editor which isn't possible. Just misunderstood.

Don't mean to be a smart ass, but those are Memory Scanners, not Hex Editors.

Memory Scanners search for the values in a specific zone/program but hex editors edit the actual application, a great program that does this is Hex Workshop. Well that's the basic gist of it anyway.
