    What are the general guidelines on reporting closed threads? I understand that the main action has already been taken but they're just taking up space in their respective boards. Is reporting a locked thread that's still, for instance, near the top of page 1 a valid report? I know there's both an archive and a delete function that can be used for this.

    Not all locked threads are eligible to be archived. The threads will gradually retract from the front page so I see no harm in leaving them alone.
