Reporting skype user "matthew.burr6" for breaking TOS and rs rules

I am reporting the skype user "matthew.burr6" I know sometimes the username can be looked up to find the sythe user, if not no big deal. I rented my max main out to him yesterday and it was not even 10-15 minutes into the rental and he informs me on skype that the account has been locked. An hour and a half goes by and the appeal is accepted, i login to find the account at the G/E with private chat on friends. (TOS states: Private chat is supposed to stay on and account is to remain at duel arena during the length of the rental) I overlooked because he said he was transferring GP from main when he was there. Today I let him use the account again thinking it was technical difficulties before, so I kept an account at the G/E to see if he tried the same thing again, and sure enough not 2 minutes later he comes running up to g/e to start advertising a scam video on youtube.
