Reporting pin scammer

Briefly explain the trade:
Was going to buy 3 pins for 7$,he wouldn't allow me to go first which was ok with me, i tryed to find a MM on but they werent, so I said i'll give you 2.33 for the first pin then 2.33 then 2.33 so instead of losing 7 i'd lose 2.33.
He said his paypal was loading for 5 minutes, then logged.
How they scammed:Sent him the 2.33 ignored me then logged
