    He never sent the money back to me. Thankfully I use Paypal and sent it as a Payment for a Product/Goods and they gave me a refund but I had wait 30 days before the money was back on my account.

    Wait actually, he TOLD you to charge it back, not that he'd refund it, he said he's got to fix his email first. There's no ban necessary here, just poor trading

    He did honestly tell you to charge back, but if I see this crap from him again I'll TWC or ban him depending on the situation.
