Reporting Ban Evader Kapah

Using IP audit tool on either account brings up some other (possibly linked) accounts.

Explanation of the trade:
User Kapah came onto my livechat to buy gold.
He told me his PP email "[email protected]" which matches with this scam report: http://www.sythe.org/report-scammer-archive/1833257-skaplan-scammer.html

Additional Evidence:
I can provide a screenshot showing the IP address of the user while he was on my livechat.
