You can't back out from an agreement, plain and simple. If you then told him it's fine he didn't provide it then that's your fault.
He will need to give the account back to you and then you will need to pay him.

 

He is ban evading though, I saw that AFTER i agreed.

 

Nothing we can do about that, you agreed.
If he recovers the account (and you have proof) you can chargeback the Paypal.

There's nothing else we can offer you in this situation.

There's nothing you can do about ban evading even though he is on the EXACT same IP as SevenUp who has scammed many people before?

How can you honestly expect me to pay a scammer, plus I have no info at all of the account and have no access.
