report a account seller

I m report a runescape account seller, he scams people buy selling account and recover it back after a period. this time, i m lucky as he recovered it before i sent him payment ( we had deal of payment date, he recovered account back before the date) and he didn't admit it now.

Runescape account log in user: [email protected]

i m a merchant actually, my client bought the account, and i delivered him the account log in user and password reset link ( i keep email so that i can see if account get recovered by original owner)
and this time, i noticed the registered email has been changed, and it supposed to be my email as i changed the email address to mine when i had the details from the seller, but now its get replaced by a gmail, and the letter matches the log in user, this proves the seller has recovered it back. but he still doesn't admit it, how shame...
i just people realize the fact, and never trust this person. the account is not safe to buy.
