Rares in OSRS won't be going up in price significantly as they're going to be released with each holiday event/can also be spawned randomly by J-Mods.

So is it pretty much pointless to stock up on phats? Or will i make a little profit soon?

They will never rise significantly as they are given to everyone who does the holiday event each year.
